Since 1980, Balai Pemuda has functioned as Art Exhibition Centre of Surabaya inaugurated by the Mayor, including as a founding centre for young artists who joined Bengkel Muda Surabaya (BMS) and Akademi Seni Rupa Surabaya (AKSERA).
